Virtual Machines are nothing but your own virtual server hosted on a physical server. With AMD's direct virtualization, there is virtually negligable slowdown in performance vs an actual physical server of the same specs.
Virtual machines come with a decicated IP and root access. Users may stop, reboot, reinstall, and access a graphica console as if you where siting in from of the machine.
